Mike Carter

Mike is an expert in regulatory compliance and financial crimes investigations. he has extensive experience providing advisory and operational services for compliance matters globally, including leading complex engagements for financial institutions, payments companies, and digital asset service providers to address risk and compliance concerns.
He has served as the Chief Compliance Officer (CCO) at multiple companies where he led the scaling and redesign of global compliance programs addressing issues related to money laundering, sanctions, fraud, data privacy and protection, consumer protection, market surveillance, product risks, licensing, and regulatory examinations.
In addition to his experience as CCO, Mike has led numerous compliance and regulatory projects at global consulting firms including: addressing regulatory risks at fintech (payments, SAAS, digital assets) companies during startup and growth phases, supporting government-appointed monitors, conducting sensitive investigations for high-profile matters, building executable compliance roadmaps, and implementing data models to assess risk.
Mike is well-versed in communicating with regulators and law enforcement under adversarial environments and routine interactions. He has supervised and advised teams undergoing dozens of regulatory examinations with US state regulators, the IRS, The Bermuda Monetary Authority, Financial Market Authority of Liechtenstein, Consumer Financial Protection Bureau, and the Securities and Exchange Commission. Mike has also provided written expert testimony and has briefed the DOJ, FBI, and Secret Service on multiple occasions.
He has served as the AML/BSA Committee Chair for the Virtual Commodity Association in 2019-20, and as the AML Committee for TRUST Travel Rule from 2020-23.
Mike is a US Army veteran and served in Operation Enduring Freedom. He possesses an MBA from George Mason University.
